US Congressman. He was elected to represent two different Texas Districts in the United States House of Representatives, serving from 1901 to 1913. He first represented the 5th District from 1901 to 1903, then the 4th District from 1903 to 1913. In 1912 he declined to run for his Congressional seat to make what would be an unsuccessful run for Senator (he was defeated by Morris Sheppard). The seat he vacated went to Congressman Sam Rayburn, who held it for the next 49 years and became one of the most prominent American politicians of the 20th Century.
