Son of George W of Massachusetts, Circuit Clerk of Pike County and Clerk of the Appellate Court, and Cecilia Bennett Jones of New York. He had two brothers, William, who died in infancy, and Fred Bennett Jones.

Born in Griggsville, Pike County, he acquired his primary education in Pittsfield, Ill. Graduated from Yale College in 1875. Entered the Columbia Law School of New York, and after a year became a student in the Chicago Law School. Admitted to the bar in 1879 and opened an office in Pike County, but after six months moved to Springfield and associated with Bluford Wilson, ex-Solicitor of the United States Treasury. A Democrat and staunch supporter of the party principles, he was nominated for the Legislature and elected in 1890.

Member and Chairman of the Sangamon County Democratic Committee. In 1888, elected President of the State League of Democratic Clubs of Illinois, and for three years was Secretary of the Illinois State Bar Association.

Married Sarah I. Bunn, daughter of Jacob Bunn, President of the Illinois Watch Company, in October 1882. She died on November 20, 1892, and is buried in the Bunn plot at Oak Ridge. He married Ellen Wrenshall "Nellie" Grant Sartoris, daughter of Ulysses S. Grant on July 4, 1912. Frank died at Passavant Hospital in Chicago, IL. He and Nellie are buried together in the Jones plot.
